Of the need to intensify innovation activities, comprehensively perform work related to the protection of intellectual property rights, and more closely integrate this work with other areas of scientific, organisational, and scientific information activities, in 2010, the Department of Scientific and Organisational Work and Intellectual Property was established by merging several scientific and organisational units of the Institute: the Department of Analysis and Forecasting of Scientific and Technical Work, the Department of Patent and Marketing Research and Standardisation, the Department of Scientific and Technical Information, and the Department of International Relations. The scientific and organisational work of the department is aimed at ensuring the main activities of the Institute – conducting fundamental and applied research in the field of bioorganic chemistry and petrochemistry, ensuring high quality scientific research and scientific and technical (experimental) developments, training highly qualified scientific personnel through postgraduate and doctoral studies, providing scientific and technical services, preserving and developing scientific infrastructure and other relating activities.

The Department's activities are organised into the following areas:

  1. Scientific and organisational work:

1.1. Organising work related to planning fundamental and applied research, preparing relevant scientific and organisational documents (thematic and long-term plans for research and development);

1.2. Informing the heads of scientific departments and all scientists about the announcement of competitions for the implementation of scientific and technical programmes at various levels;

1.3. Ensuring the timely state registration of scientific research work and its stages;

1.4. Exercising control over the development and quality of preparation of requests for funding for research projects, technical tasks, technical and economic justifications and other scientific and technical documents.

  1. Training of scientific personnel:

2.1. Organisation and documentation of issues related to the training of highly qualified scientific personnel through postgraduate studies in the specialities E1' Biology and Biochemistry' and E3' Chemistry' in accordance with the Institute's licence to conduct educational activities in the field of higher education at the third (educational and scientific) level and accredited educational and scientific programmes;

2.2. Organisation and documentation of issues related to the training of highly qualified scientific personnel through doctoral studies in the specialities 02.00.10 'Bioorganic Chemistry' and 02.00.13. 'Petrochemistry and Coal Chemistry';

2.3. Preparation of documents for the award of scientific degrees and academic titles, holding competitions for vacant positions, annual attestation of postgraduate students and doctoral students;

2.4. Organisation and provision of advanced training for Institute staff.

  1. Protection of intellectual property rights:

3.1. Registration and accounting of created intellectual property objects (hereinafter referred to as IPOs) following the requirements of current legislation;

3.2. Organisation of patent and information work, provision of Institute employees with patent information, methodological recommendations on the creation, acquisition and protection of rights to IPOs;

3.3. Monitoring of legislative acts in the field of IP protection and submission of proposals to the Institute's management regarding their possible implementation;

3.4. Preparation of statistical and other reports on IP protection issues at the request of the Institute's management, the Presidium of the National Academy of Sciences of Ukraine and other organisations;

3.5. Control over the timely payment by the Institute of fees and duties for actions related to the protection of IP;

3.6. Organising and providing methodological guidance for patent research by research units following state standards to identify intellectual property objects;

3.7 Organising the conclusion of agreements on official IP and the payment of remuneration to Institute employees by the procedure adopted by the Institute, maintaining a register of such agreements and additional agreements thereto;

3.8 Searching for ways to commercialise IP, preparing licence agreements and providing support for them.

  1. Regulatory control and standardisation:

4.1. Conducting regulatory control of scientific and technical documentation developed at the Institute (reports on research and development work, technical specifications, instructions, etc.);

4.2. Ensuring the functioning of the Institute's regulatory and technical documentation system, compiling collections of regulatory documents.

  1. Popularisation of science:

5.1. Filling and maintaining the Institute's website;

5.2. Covering the scientific activities of the Institute on social networks: YouTube channel 'ІБОНХ ім. В.П. Кухаря НАН України' (https://www.youtube.com/@ibopc), Facebook page 'V.P. Kukhar Institute of Bioorganic Chemistry and Petrochemistry of the NAS of Ukraine'.

5.3. Organising annual scientific conferences on bioorganic chemistry and petrochemistry and Ukrainian scientific conferences' Kukhar Chemical Readings'.

5.4. Conduct introductory tours at the Institute for students of higher education institutions to encourage young people to study and work in the scientific field.

5.5. Presenting the Institute's scientific and technical developments at exhibitions of various levels.

The Department of Scientific and Organisational Work and Intellectual Property pays special attention to the use and application of the results of the Institute's research work (patents, licences, etc.). During 2016-2017, the department's staff prepared and ensured the signing of:

  • 8 Licence agreements for the use of copyright objects (TU Ukraine) with the State Enterprise ‘Interdepartmental Scientific and Technological Centre ’Agrobiotech' (SE ‘ISTC 'Agrobiotech') granting SE ‘ISTC 'Agrobiotech' a non-exclusive licence for the production of plant growth regulators: Ivin, Emistim-C, Potein, Charcor, Agrostimulin, Betastimulin, Zeastimulin, Treptol;
  • 8 Licence agreements for the use of copyright objects (TU of Ukraine) with Limited Liability Company ‘Vysokyi Urozhay’ (LLC ‘Vysokyi Urozhay’) granting LLC ‘Vysokyi Urozhay’ a non-exclusive licence for the production of plant growth regulators: Ivin, Emistim-C, Potein, Charcor, Agrostimulin, Betastimulin, Zeastimulin, Treptol;
  • 1 Licence agreement with the State Enterprise ‘Experimental Plant of Medical Preparations’ Institute of Bioorganic Chemistry and Petrochemistry of the NAS of Ukraine (SE ‘EPMP’ IBCP NAS of Ukraine) granting SE ‘EPMP’ IBCP NAS of Ukraine an exclusive licence to use the Ukrainian patent for invention No. 108310 ‘Method for obtaining Teobon-dithiomicid ointment’.

Under these agreements, the V.P. Kukhar Institute of Bioorganic Chemistry and Petrochemistry of the NAS of Ukraine receives annual payments (royalties) from organisations that use the Institute's intellectual property.

V.P. Kukhar Institute of Bioorganic Chemistry and Petrochemistry of the NAS of Ukraine was awarded Honorary Diplomas for winning the competition of institutions of the National Academy of Sciences of Ukraine in 2016 and 2017 for achieving the best results in inventive work, creation and use of intellectual property objects, and for winning first (2016) and second (2017) places.

The Department staff ensured that the V.P. Kukhar Institute of Bioorganic Chemistry and Petrochemistry of the NAS of Ukraine obtained a licence to conduct educational activities at the third educational and scientific level (Order of the Ministry of Education and Science of Ukraine No. 19-l dated 22 February 2021) and accreditation of educational and scientific programmes: 'Bioorganic Chemistry; Petrochemistry and Carbon Chemistry' in the specialty 102 'Chemistry' (certificate No. 2072 dated 29 July 2021) and 'Bioorganic Chemistry' in the specialty 091 'Biology and Biochemistry' (certificate No. 8528 dated 28 May 2024).

In 2020, the department staff organised the Institute's state certification, upon which the V.P. Kukhar Institute of Bioorganic Chemistry and Petrochemistry of the NAS of Ukraine was classified as a scientific organisation of the first classification group. The V.P. Kukhar Institute of Bioorganic Chemistry and Petrochemistry of the NAS of Ukraine was assigned to Classification Group I, and in 2024, based on the results of an assessment carried out by the Office for the Evaluation of Scientific Institutions of the NAS of Ukraine, the Institute was assigned to Category ‘A’ — an institution that occupies a leading position in many scientific fields, has significant scientific and practical results of its activities, recognised at the international and highest national levels; has high scientific potential and uses it effectively; has an exceptional influence on scientific, technical and social development, integrated into the global scientific space.

To promote the scientific and technical development of the Institute, department staff participate in exhibitions of various levels.
